DFM Development Services LLC is a unique consulting business that provides development support services to real estate developers and owners in the Greater Metro Washington DC region.
We navigate the Pepco, Dominion Virginia Power, and Washington Gas processes. We obtain the release of bonds posted with local jurisdictions. We provide Stormwater Management inspections, certifications, and maintenance reports. We expedite building permits in a timely and professional manner. And we provide safe and compliant traffic control plans.
Ultimately, we take care of the bureaucracy of real estate development so our clients don’t have to.

About David
David Muller is the owner and principal of DFM Development Services, LLC. While serving as the Design & Construction Manager for the $2 Billion National Harbor build-out, David saw an industry need for development support (Red Tape Related) services. This prompted him to form DFM Development Services, LLC in 2005. His understanding and first-hand industry experience have helped shape the way we do business and has led to the company’s continued growth. David also owns a Civil Construction company, Muller, Inc. Originally from upstate New York, David attended Cornell University and now calls the Metro DC area home.
About Melissa
Melissa Diaz, MBA, is our Director of Permitting Services. She possesses more than 15 years of experience in Office Administration in the Real Estate, Construction, and Engineering fields. Her strong administrative background is a huge asset and has equipped her with exceptional organizational and managerial skills. She has a reputation for delivering the best customer service to our clients and consistently receives referrals and repeat business from happy customers. Since joining DFM in 2012, Melissa has developed a reputation amongst our clients and the entire industry for a high level of integrity, quick turnaround times, and efficient results.
About Jim
Jim Collins is an environmental scientist with more than 30 years of broad-based technical and program/project management experience in both industry and government sectors. He has worked on a variety of projects addressing important aspects of several environmental statutes and regulations throughout much of his career, with a focus on surface water quality issues, and environmental assessment, analysis, and compliance. Jim joined DFM in 2013 and continues to impress our clients with his environmental compliance knowledge and efficiency.
Mark Wells
Director of Bond Management
About Mark
Mark Wells is our Director of Bond Management. He has over 20 years of Bond Release and Land Development experience in the DC Metro Region. He has worked on bond release projects with numerous jurisdictions and entities in Northern Virginia, Maryland and Washington, DC, including but not limited to Fairfax County, Loudoun County, Prince William County, VDOT, DC Water, DDOT and Montgomery County. Mark’s knowledge of both the civil construction punch list details that come with the bond release process along with his knowledge of the bond release paperwork process is a valuable skill set that has greatly benefited our clients.
About Andrew
Andrew King is our Director of Dry Utility Coordination. Andrew has been instrumental in helping our Dry Utility Coordination Division grow by developing and implementing several new service offerings, including Subsurface Utility Designating, Utility Surveying, Test Pitting Plan Creation, and Field Stakeout for Test Pitting.
Before coming on board in 2020, Andrew honed his technical knowledge by leading projects for DC Dry Utility Provider, Washington Gas. Andrew has extensive experience developing designs for the relocation of existing natural gas pipelines and facilities.
